Which Georgia Plumbing Licence Does Your Building Need?

A question worth asking before work starts rather than after, and one most people have never heard of.

Two classes, one threshold

Georgia licenses plumbers through the State Construction Industry Licensing Board and its Division of Master and Journeyman Plumbers. Above journeyman there are two master classes, and the distinction between them is not cosmetic.

A Class I Master Plumber licence covers single family dwellings, one level two family dwellings, and commercial structures not exceeding ten thousand square feet. A Class II Master Plumber licence is unrestricted, and applicants for it must additionally document commercial or industrial experience.

For a house or a small retail unit the distinction rarely arises. For a larger building, a warehouse or a multi tenant site, hiring someone whose licence does not cover the structure is a problem that appears at inspection rather than at quotation.

What sits behind either licence

Neither class is quick to obtain. Master applicants must show five years of plumbing experience with at least two of those years licensed as a journeyman, supported by references from other licensed plumbers, and pass an examination.

Journeyman licensing sits below that with its own experience requirement and examination. The point of describing this is not to flatter the trade. It is that the licence number is a meaningful credential rather than a registration fee, which is why asking for it is worth the ten seconds it takes.

Ask for the number, not just the word licensed. Insured and licensed are different claims, and licence class is a third. On a commercial job all three are reasonable to verify before work starts, and none should cause hesitation.

What else commercial work brings that houses do not

The plumbing code is the same. Georgia adopts the International Plumbing Code (IPC), 2018 edition, with state amendments as the Georgia State Minimum Standard Plumbing Code, and that applies to a shop as much as to a house.

What differs is what sits on top of it. Backflow protection of the public water supply, grease interceptor provision on food service premises, and fixture counts appropriate to public rather than family use all become live issues.

Larger water heating equipment adds a further layer. Georgia places boilers and water heaters above 200,000 BTU per hour, 210 degrees Fahrenheit or 120 gallons under O.C.G.A. Title 34, Chapter 11 and the rules of the Georgia Department of Labor rather than under the plumbing code alone.

Questions worth asking any commercial plumbing quote

The documentation question is the one people forget. On commercial premises the paperwork is part of the deliverable, and a landlord, insurer or inspector will ask for it later.

  • Which licence class is attending, and does it cover this building.
  • Is the permit included, and which office will it be filed with.
  • What documentation will be handed over at completion.
  • Can the work be scheduled outside trading hours.
  • Is reinstatement of finished surfaces included or a separate trade.
  • For food service, is interceptor condition being assessed at the same time.

Why the class question matters more on a fit out

On a repair, the building either falls inside a licence class or it does not, and the answer is quick. On a fit out or a change of use, the picture moves.

Converting a unit to food service, adding restrooms, or subdividing a space all change fixture counts, drainage loads and sometimes interceptor requirements. Those are design decisions rather than repairs, and they are inspected against the code as a whole rather than item by item.

That is the situation where hiring a contractor whose licence does not cover the building becomes expensive rather than merely irregular, because the work is already in the walls by the time anyone raises it.

Scheduling is usually the real constraint

The practical difference between domestic and commercial work is rarely technical. It is that the site has to keep operating, and a two hour shutoff at eleven in the morning costs the business considerably more than the plumbing does.

Planned work is scheduled early, late or overnight where the job allows. Where a shutoff during trading is unavoidable, agreeing the window in advance is the difference between a planned inconvenience and a bad day.

Where the same jobs behave differently

A blocked line is still a blocked line. What changes is the consequence and the diagnosis, because a shared stack in a multi tenant building means a backup in one unit may originate in another.

That makes evidence matter commercially as well as technically, which is why a camera run settles responsibility rather than starting an argument. Food service lines accumulate grease at a rate no domestic kitchen approaches, so they are usually best on a scheduled jetting interval worked out of hours. How do I check a Georgia plumbing licence?

Ask for the licence number and the class, then verify it through the Secretary of State's licensing records, which is where the State Construction Industry Licensing Board's registers sit.

It takes a couple of minutes and it is the simplest protection available to anyone hiring.

Does a journeyman need a master on the job?

Journeyman and master are distinct credentials with distinct scopes, and permitted work is pulled under a master licence. In practice that means a journeyman works within a structure that a master licence holder stands behind.

For a property owner the practical question is whose licence the permit is issued under.

My building is right around 10,000 square feet. What then?

Measure rather than estimate, because the threshold is the whole point of the distinction. Where a building sits close to it, using a Class II licence removes the question entirely.

It is a reasonable thing to raise with a contractor, and a straightforward one for them to answer.

Is licensing different for gas work?

Gas piping is licensed, permitted and inspected work in Georgia, and it is proved under pressure before being put into service. It is the area where an unlicensed installation stops being irregular and becomes dangerous.

Ask about it specifically when a job involves both water and gas.
